The Effects of the Peace Process on the Israeli Economy

BEN-ZION ZILBERFARB

Ben-Zion Zilberfarb is Professor of Economics and Dean of the Faculty of Social Sciences, Bar-Ilan University. Research for this analysis was done at the Azrieli Institute for Research on the Israeli Economy, Bar-Ilan University. The author would like to thank G. Feiler for helpful comments and G. Kurtzman for competent editing and typing.

SINCE PEACE in the Middle East will undoubtedly entail significant economic implications for the region’s countries, it is scarcely surprising that the ongoing peace talks have drawn considerable attention to the possible economic effects of the establishment of Palestinian autonomy in Gaza and the West Bank (GWB), in accordance with the September 1993 Declaration of Principles, and the signing of peace agreements between Israel and its Arab neighbours. Unfortunately, public statements about these effects are sometimes a mixture of hope and wishful thinking, sometimes a result of political attitudes towards the peace process, and at times a reflection of a parochial view of the process dictated by sectoral interests. This, in turn, has resulted in a series of conflicting and contradictory assessments.

The purpose of this analysis is to provide a balanced view of the possible implications of the peace process in general, and the establishment of Palestinian autonomy in the West Bank and Gaza in particular, for the Israeli economy, both in the short run and over the long term. To achieve this, the study is divided into two parts. The first assesses the direct effects of Palestinian autonomy on the Israeli economy, namely, those effects that are related to the economic ties between Israel and the West Bank and Gaza. The second part reports on the possible indirect effects – changes in the Israeli economy which are the result of the peace process, but are not linked to economic ties between Israel and Palestinian autonomy.
